040(A)(10) of the Property Maintenance Code lists 'Rodent and vermin control' among the minimum exterior maintenance standards binding every single-family residence, multi-residential complex, and commercial or industrial parcel in the city: the property must be free from infestation of termites, insects, vermin or rodents. The duty runs to 'any person owning, renting, occupying, managing or otherwise having charge' of the property, so landlords, tenants and property managers are all independently responsible. The same section pairs the rodent standard with companion exterior rules, banning trash and improper storage (item 4), requiring structures to be painted and kept in good repair (item 7), and requiring interiors to stay in 'good repair and safe, sanitary conditions' under division (B).

040. 010, and separately authorizes the City Attorney to file a civil nuisance-abatement action, or a criminal action, in addition to or instead of the infraction process. A convicted violator can also be ordered to reimburse the city for its investigation and prosecution costs once the court fixes the amount from proof submitted by the city. 010(B), an infraction carries a fine up to $100 for a first offense, up to $200 for a second offense within a year, and up to $500 for each additional offense that year; a fourth violation within twelve months becomes a misdemeanor punishable by up to six months in county jail, a fine up to $1,000, or both.
