1 to require that all exterior property and premises, and the interior of every structure, be kept free from accumulations of litter, rubbish, or garbage, and from any excessive storage of material in which flies, mosquitoes, disease-carrying insects, rats, or other vermin might breed, or which could create a fire hazard. 1, added locally, puts the storage burden on the property owner directly: every owner of an occupied premises must supply approved covered containers for rubbish and remains responsible for its removal, and owners of buildings with five or more units must provide and maintain an approved garbage dumpster rather than relying on individual containers.

3 adds a further building requirement for larger properties: every multi-unit building of four or more units must have an approved dumpster enclosure meeting the standards set out in the Waukegan Building Code, keeping open trash areas from becoming an added rodent-harboring condition. These rules sit inside the same 'Waukegan Property Maintenance and Housing Code' adopted at § 6-176 and enforced by the Building Department's code officials, and a chronic accumulation problem can also be charged separately as a violation of City Code § 10-15 governing removal of garbage and debris on private property.
