Section 17-73 opens by barring hazardous waste, contagious disease refuse, or any other refuse that may cause a public health hazard from any receptacle used for collection by the city or by a private agency, then lists specific items needing special preparation before disposal. Subsection (1) covers hypodermic instruments and other sharp articles directly: no person may dispose of or discard a hypodermic syringe, hypodermic needle, or any instrument or device for making hypodermic injections without first breaking, disassembling, destroying, or otherwise rendering it inoperable and incapable of reuse.

Beyond disabling the device, it also can't be thrown out without being wrapped or secured in a manner that avoids the possibility of injuring collection personnel who handle the container. The same section sets parallel prep rules for other special refuse in the neighboring subsections: ashes must be wetted and cooled to the touch before collection and kept separate unless wrapped, pressurized cans must be released of pressure, broken glass must be wrapped, pesticide containers must be emptied and their contents disposed of lawfully first, and animal waste from pets must be wrapped separately.

Chapter 17's general enforcement structure applies here as elsewhere: environmental inspectors empowered under section 17-4 can investigate complaints and order corrective action, and section 17-2 lets a municipal court impose a fine plus restitution or community service for a violation of any section of the chapter.
