Apple Valley, CA Rental Inspections: Inspection Programs (2026)

Section 8.34.050 requires the Town of Apple Valley to inspect 'each premises to which an annual property maintenance certificate is to be issued... to assure compliance with the provisions of the Town of Apple Valley Municipal Code.' The Town Manager or a designee runs the program (§ 8.34.020). If a first inspection turns up violations and a second inspection still finds the premises out of compliance, § 8.34.050 requires the Town to revoke the property maintenance certificate outright, and the certificate 'shall not be reissued without required payment of an additional reinspection fee and all administrative costs incurred by the Town.' The certificate itself expires annually and must be renewed with fees paid before the expiration date (§ 8.34.040(b)), and the Town charges additional inspection fees whenever occupancy classification changes, the number of rental units changes, ownership of the property changes, or a follow-up inspection beyond the annual cycle is needed to bring a unit up to Town standards (§ 8.34.040(c)).

Unpaid inspection fees and penalties become a debt to the Town, which can sue in any court of competent jurisdiction to collect the delinquent amount plus administrative costs and attorney's fees (§ 8.34.070). The program applies across apartment houses, hotels, motels and single-family rental housing alike, since § 8.34.030 defines 'rental housing unit' broadly to include any dwelling rented, leased or offered for rent as a residence.
