Every three (3) years, all registered Residential Rental Properties shall be subject to a Preventative Education Inspection ("PEI") by the Department. Full Breakdown
Every Owner or Local Operator of a Residential Rental Property in Columbus must register annually with the Department of Building and Zoning Services under City Code § 4515.04, providing parcel IDs, unit counts, and a Local Operator based within 100 miles of the city. Registered properties undergo a Preventative Education Inspection every three years under § 4515.07, covering the exterior, common areas, and shared mechanical systems: individual units are inspected only if the tenant or owner requests it. Properties with repeat code violations can be placed in conditional status under § 4515.09, which triggers inspection of up to 10% of units. Vacant buildings, hotels, short-term rentals, dormitories, and licensed care facilities are exempt.
Violations & Fines
Failing to register or comply with a Notice of Violation draws a $2 per dwelling unit, per day civil penalty, collectible through the Franklin County Municipal Court Environmental Division under § 4515.995.
