Joliet requires systematic inspection of all rental housing through the Rental Registration Certificate program under Chapter 8, Division 15. Properties are inspected before initial certificate issuance and on a recurring cycle: Type O (5 years), Type I (3 years), Type II (1 year).
Joliet Code of Ordinances Division 15 (Sections 8-150 through 8-164) establishes a comprehensive rental inspection program. All covered rental properties must be inspected prior to issuance of a Rental Registration Certificate. The inspection cycle depends on the property's compliance classification: Type O certificates receive a 5-year inspection waiver after initial inspection, Type I receives 3 years, and Type II receives 1 year. Inspections verify compliance with applicable building, fire, electrical, plumbing, and property maintenance codes under Section 8-153.8. The director may also inspect upon complaint. Short-term rental units are subject to inspection on a schedule determined by the director under Section 8-153.3. Inspections cover fire safety, habitability, structural integrity, and code compliance.
Operating without inspection or certificate subject to fines up to $750. Certificate may be suspended under Section 8-160.
