Full Breakdown
Under Sec. 10-414(a), the city inspects rental property for compliance with the minimum-standards division on first-time registration, when a complaint is received or the unit sits vacant, and every time a tenant changes: the landlord must request the inspection when the outgoing tenant vacates. Sec. 10-414(b) bars issuing registration or restoring utilities if the inspection finds noncompliance, and any life-safety or critical deficiency must be corrected before the city approves registration or occupancy under Sec. 10-414(c).
Violations & Fines
Renting without a passed inspection, or blocking an inspection, is an offense under Sec. 10-415 and can bar registration and utility service.
