Westchester County Health Department inspectors can enter and inspect any dwelling without a fee, during business hours, to check compliance with the county's housing hygiene standards.
The Commissioner of Health and any person authorized by him to do so, may without fee or hindrance, make inspections to determine the condition of dwellings, dwelling units, and the premises on which they are located, in order to fulfill the purposes of this article.

Under County Code Section 873.2404, the Commissioner of Health or an authorized inspector may enter, examine and survey dwellings and their premises to check compliance with Article XXIV without charging a fee. Except in emergencies, inspections happen between 8:00 a.m. and 5:00 p.m., and owners, operators and occupants must give inspectors free access. Evidence of a violation cannot support a criminal or civil case until written notice naming the deficiency and a compliance deadline has been given and the deadline passes.
