Section 24-1 of the Flint City Code adopts the International Property Maintenance Code (IPMC) by reference under the Home Rule City Act, MCLA § 117.3(k), and fills in the blanks the model code leaves open. Grass and weeds may not exceed 8 inches (IPMC § 302.4). Screens against insect and rodent harborage are required June 1 through October 15 (§ 302.14). Landlords and owners must supply heat from October 1 through March 31 (§§ 602.3, 602.4).
