Full Breakdown
Sec. 13-301 adopts the 2024 IPMC by reference as Franklin's property maintenance code, covering structural strength, stability, sanitation, and adequate light and ventilation in dwellings, apartment houses, rooming houses, and other buildings. The Building and Neighborhood Services (BNS) director is authorized to adopt administrative regulations incorporating later IPMC amendments, effective per T.C.A. § 6-54-502 unless the Board of Mayor and Aldermen disapproves. Franklin also rewrote the IPMC's own appeals section (111) to route Notice-of-Violation appeals to the Building and Streets Standards Board of Appeals, unless BNS finds an imminent danger and issues a citation instead.
Violations & Fines
Any violation of the property maintenance code is punishable by a fine set in Appendix A, Comprehensive Fees and Penalties; BNS issues Notices of Violation before citing, except where conditions are imminently dangerous.
