Kirkwood, MO Rental Property Rules: Repairs & Habitability (2026)

The history line to § 5-22 shows Kirkwood has readopted its Property Maintenance Code repeatedly: Ord. No. 9503 in 2005, Ord. No. 10087 in 2012, Ord. No. 10822 in August 2023, and most recently Ord. No. 10926 on December 18, 2025, which carried forward the 2021 IPMC edition, as modified. The actual habitability standards, minimum heating, plumbing, structural maintenance and occupancy limits, live inside the IPMC text itself, which the City files as a separate publication together with the modification ordinance at the office of the City Clerk rather than printing verbatim inside the code chapter.

Because §§ 5-23 through 5-35 are marked reserved, Kirkwood has not layered a home-grown rental registration, inspection program, or additional local habitability chapter onto the adopted IPMC within this article. Enforcement of any Property Maintenance Code violation, like any other Code violation lacking its own specific penalty, runs through § 1-8: a municipal offense punishable by a fine of not less than $5 nor more than $1,000, or imprisonment for up to three months, or both, with each day a violation continues charged as a separate offense under § 1-8(d).
