Renovation, repair, or painting that disturbs more than 6 square feet of interior or 20 square feet of exterior painted surface in a pre-1978 unit must be performed by an EPA RRP-certified firm. Antioch Code Enforcement responds to tenant complaints about deteriorated paint and can refer cases to Contra Costa Environmental Health. Violations expose landlords to triple damages, attorney fees, and federal penalties up to $19,507 per violation.
