the Department shall mail a notice to the affected Homeowners stating that the application is substantially complete and informing them of the amount of the rent increase sought and that they have thirty (30) days from the date of the notice in which to submit written statements, photographs, documents, or other evidence relating to the application, to the Department. The Staff report on an application shall be provided to Board Members, and made available to the applicant, the Homeowners and their designated representatives, if any, at least five (5) days prior to the hearing.
