Under Town Code § 153-2, owners, agents and brokers may not allow occupancy of any residential building, apartment building, multiple-residence building, motel, extended-stay residence or bed-and-breakfast unit that isn't the owner's actual residence without a rental permit: it's immaterial whether rent is paid.
