Corvallis, OR Rental Property Rules: Rental Registration (2026)

Section 8.03.300.065 of the Corvallis Municipal Code creates the Rental Property Registry inside the City's Rental Housing Program. Before a residential rental unit within the Corvallis city limits may be occupied by a tenant, the owner must register the unit with the City through City-determined methods, supplying the rental property address, the total number of units at the property, and the owner's name, mailing address, and phone or email contact. A property owner may instead designate an agent as the primary contact. Any change to that information must be reported to the City within 30 days.

The Program Fee funding this registry is $14.00 per unit per fiscal year starting July 1, 2017, rising by $1.00 per unit in every odd-numbered fiscal year after that. Fraternities, sororities and similar group living structures pay a fee calculated from occupancy capacity divided by the five-year American Community Survey average household size for renter-occupied units, multiplied by the per-unit fee. Units under a recorded deed restriction serving households at or below 50% of Area Median Income, senior or disabled housing designated by a public agency, and units under a public-agency inspection contract for low-income tenants are exempt from the fee, though not from the Chapter 9.02 Livability Code standards that apply to every rental. The Director must use written or electronic communication with owners before assessing any penalty.
