Folsom does not operate a general rental registration or inspection program. Landlords are subject to California statewide AB 1482 notice requirements and standard habitability obligations under Civil Code Β§1941. Short-term rentals are regulated separately under the city's TOT and zoning rules.
Unlike some California cities (Oakland, Berkeley, Los Angeles) that require annual rental registration, Folsom has not adopted a citywide rental registry. Landlords must still comply with state law including providing the AB 1482 just-cause/rent cap disclosure in leases for covered units (Civil Code Β§1946.2(f) and Β§1947.12(d)), maintaining habitable premises under Civil Code Β§1941.1, and registering short-term rentals separately if they operate a transient lodging business. The City collects Transient Occupancy Tax on stays under 30 days per Folsom Municipal Code Chapter 3.20. Business license requirements under FMC Title 5 apply to residential rental property owners operating as a business.
Failure to provide AB 1482 written notice can void the landlord's ability to invoke exemptions. Operating a short-term rental without paying TOT may result in back-tax assessments, penalties, and interest.
