New Britain, CT Rental Property Rules: Rental Registration (2026)

Sec. 13-90 of the Code of Ordinances creates a rental registration requirement in New Britain, but it is scoped specifically to student housing rather than every rental in the city: it applies to the rental of any off-campus dwelling or unit by students enrolled in a college or university located within the City of New Britain. Before such a unit can be let to students, the owner of record must register the property with the city's department of licenses, permits and inspections, and the city forwards a copy of that registration to the applicable college or university.

The registration fee is twenty dollars per household rental dwelling unit, and the completed form must identify the tax assessor's plat and lot number, the property address, the number of units, the owner's name and mailing address, the term of student occupancy, and the students' names and permanent addresses. Registration must be filed on or before December 31 each year and runs from January 1 to December 31 of the following year, or through the end of the current year if filed mid-year. The college or university itself has to verify enrollment and confirm the unit appears on its approved list of acceptable off-campus housing before students move in.

Sec. 13-90(f) caps occupancy by the number of bedrooms and matching off-street parking spaces, and allows no more than three unrelated students per unit unless the department of licenses, permits and inspections has issued an unrelated group permit. Record owners who violate the section face a fine of not more than one hundred dollars under Sec. 13-90(g).
