Unincorporated areas of Allegheny County have no rental registration requirement at the county level. Municipalities within the county set their own rules under the Second Class County Code and Home Rule Charter authority. Pittsburgh Code Chapter 781 requires Rental Permits with biennial inspections. Property maintenance inspections use the International Property Maintenance Code adopted by most municipalities. Allegheny County Health Department Article VI (Housing) provides backstop habitability standards countywide and enforces lead-safe rental requirements under Article XXIV.
