West Bloomfield, MI Rental Property Rules: Rental Registration (2026)

Sec. 8-413 opens Article XVII's registration duty: "Owners shall register residential rental units with the code enforcement department as provided in this section before it is offered for rent or occupied by a person other than an owner." Subsection (a) requires the registration form to list the owner's name, address and telephone number, plus the same for any property manager or management company, and subsection (b) requires each individual owner's driver's license or Michigan identification number, with all owners signing the form. Subsection (c) extends this to business-entity owners, requiring the names, addresses and phone numbers of officers, partners, members and managers, reaching through to a controlling parent entity if the registered owner has no substantial assets besides the unit.

Subsection (d) requires an owner located more than thirty miles from the property to designate a local property manager within thirty miles, who must supply the township a copy of a driver's license. Subsection (e) requires any change to the registration information to reach the code enforcement department in writing within thirty days. Registration alone does not authorize occupancy; Sec. 8-414 additionally requires a certificate of compliance, issued under Sec. 8-415 only once the unit passes inspection, all fees are paid and registration is current, and Sec. 8-416 keeps that certificate valid for three years.
