7 required every owner to file a registration statement with the Housing Bureau by October 31, 2005, or, for single-family homes, within 60 days of the subsection taking effect, and the filing duty continues for any building or structure covered by the rental ordinance. The statement must be made on a Township-supplied form disclosing the property address, the names and addresses of the owners in title, and, for corporate owners, the registered agent for legal notices. If the owner is an entity such as an LLC, partnership, trust or condominium association, the registration must list every partner, owner or person with a beneficial interest, and disclose any stockholder holding 10% or more of a corporate owner.

Owners must also name the managing agent, if any, and an individual emergency contact reachable at any time who has authority to make emergency decisions and approve repairs or expenditures. The statement must state the number of dwelling units by type and the number of people authorized to reside in each unit. Any change to that information triggers an amended registration within 20 days, which must then be posted and distributed to tenants within seven days of filing. The initial registration for a building must also include a floor plan and square footage for each unit type, which the Township uses to set maximum occupancy limits.
