Eden Prairie, MN Right to Farm: Agricultural Zoning Protection (2026)

The Eden Prairie City Code confines farming to a single zoning district. The permitted uses table in Section 11.04 lists 'Agriculture, accessory and related uses' and 'Commercial stables' with a 'P,' for permitted, only in the Rural column; every other traditional residential district column, R1-44 through RM-2.5, is left blank, meaning agriculture is a prohibited use there under Section 11.04.C. Section 11.10, Subdivision 1 explains why: the Rural District exists in part to permit the conduct of certain agricultural pursuits on land in the City, alongside preventing premature urban development and ensuring separation between dwellings and any facilities for housing animals.

The Rural District itself carries a ten-acre minimum lot size, a three-hundred-foot minimum width and depth, and fifty-foot front, side and rear setbacks under Section 11.10, Subdivision 3, so a farming use has to sit on a large parcel to qualify. Outside the Rural District, Eden Prairie's code does not carry a separate right-to-farm or nuisance-shield provision for agricultural operations; a landowner farming in an R1 or RM district would be operating a use the zoning table simply does not authorize there.
