02(F) of the Parker Code of Ordinances first declares it a nuisance to fail to keep a stable, stall, shed, yard or other area where animals are kept free of accumulated manure or liquid discharge, if that buildup becomes a breeding place for flies, mosquitoes or other disease-carrying insects, or produces foul or offensive odors that reach neighboring residents. 02(F)(2) adds a narrow carve-out for agricultural use: nothing in division (F) is to be construed to include manure deposited upon private property for the purpose of cultivation or to be used as fertilizer, as long as that fertilizer does not otherwise constitute a nuisance under the chapter.

That means a landowner spreading manure to fertilize crops or pasture is not automatically in violation just because manure is present on the property; the exemption only fails if the fertilized manure independently creates the breeding-ground or odor conditions the ordinance targets. 02, including odor from animal pens under division (E) and stagnant water under division (G), still applies fully to agricultural properties in the city.
