STR-2 carries the same twenty-nine-day stay window on a non-owner-occupied property, but is entitled only through board of directors approval of a planned zoning district rather than the special use permit STR-1 requires from the planning commission.
Once a stay would run past the twenty-nine-day ceiling, the arrangement falls outside the short-term rental definition entirely and functions instead as a residential tenancy under state landlord-tenant law. Sec. 36-603(a)(3) caps the whole inventory: no more than five hundred short-term rentals, STR-1 and STR-2 combined, may operate within the Little Rock corporate limits at any one time, no matter how many individual applications the planning commission or board of directors might otherwise be willing to approve.
