Each application must include the name, address, and 24-hour phone number of the property manager(s), and any change to a short-term rental's designated manager requires written approval by the Planning Director before it takes effect. The manager or owner must be available by phone at all times the unit is rented (Section 8109-4.6.11.1) and must respond to complaints within 30 minutes, or 15 minutes during quiet hours. Contact information for the manager or owner and for the County's Code Compliance Division must be posted on an outside wall near the main entrance (Section 8109-4.6.9.2) and inside the dwelling (Section 8109-4.6.9.4).
A homeshare owner being off site overnight or beyond 40 miles, an STR lacking an available manager within 40 miles, or failing to respond to complaints in time violates Sections 8109-4.6.9.1 and 8109-4.6.11.1 and can trigger penalties or permit revocation.
