Ventura County's host-presence requirements depend on the TRU type and are set out in Section 8109-4.6.9.1 of the Non-Coastal Zoning Ordinance. For a homeshare, the owner must be on site between the hours of 10:00 p.m. and 7:00 a.m. whenever the unit is rented, and within 40 miles of the property at all other times, to ensure compliance with the ordinance. This reflects the homeshare concept: the owner shares their own occupied primary residence with guests. For a short-term rental (whole-home, owner absent), the unit must have one or two designated property managers, one of whom must be available at all times and within 40 miles of the property; an owner may serve as one of the property managers. Each application must include the name, address, and 24-hour phone number of the property manager(s), and any change to a short-term rental's designated manager requires written approval by the Planning Director before it takes effect. The manager or owner must be available by phone at all times the unit is rented (Section 8109-4.6.11.1) and must respond to complaints within 30 minutes, or 15 minutes during quiet hours. Contact information for the manager or owner and for the County's Code Compliance Division must be posted on an outside wall near the main entrance (Section 8109-4.6.9.2) and inside the dwelling (Section 8109-4.6.9.4).
A homeshare owner being off site overnight or beyond 40 miles, an STR lacking an available manager within 40 miles, or failing to respond to complaints in time violates Sections 8109-4.6.9.1 and 8109-4.6.11.1 and can trigger penalties or permit revocation.
