Oxnard splits short-term rentals into two permit types under Chapter 16, Article XI: homeshares and vacation rentals. A homeshare is defined at Sec. Each permit application must list the name, address and phone number of every property manager, with a signature, per Sec. 1(C), and any change of manager requires written approval from the community development director or designee before it takes effect. The community development director issues or renews short-term rental permits under Sec. 16-663(C) only after confirming the property complies with all state and local codes, the operator complies with Article XI, and there is no substantial evidence of nuisance behavior at the location.
