Sec. 4(A) prohibits any use or activity at a homeshare or vacation rental from creating 'unreasonable noise or disturbance as provided in chapter 7, article XI - sound regulations of the Oxnard city code,' tying the STR-specific rule to the citywide decibel standards. ' Subsection (C) separately bans fireworks, citing Sec. 1's citywide prohibition on the sale, offer to sell, use or possession of fireworks, and states that use by an STR tenant or guest is also a violation of the short-term rental article itself, exposing the operator to a second enforcement track.

Sec. 5 backs this up by banning any rental event or activity 'attended by more persons than are allowed on the property' or that 'violates any noise standard,' folding occupancy and noise together for party-type gatherings. Sec. 3(B) and (C) require every rental agreement to prominently display notice of the quiet hours and to state that no outdoor amplified music or sound is allowed during those hours, with a copy of the Chapter 7, Article XI sound regulations attached. Sec. quiet hours, so operators are held to a faster response overnight.
