Cedar Hill regulates rental housing through its Single Family Rental Registration ordinance (Ordinance No. 2020-714, codified in Code of Ordinances Chapter 10, Article VIII), adopted November 10, 2020 and enforced from January 1, 2021. The ordinance applies to all single-family, duplex, and townhome rentals β long-term and short-term alike β and does not impose an annual night cap, a minimum-night requirement, or a maximum number of guest parties per year. Owners must register each rental unit annually ($50 initial / $25 renewal) and obtain a Residential Rental Certificate of Occupancy ($25) at each tenant change, which triggers an exterior inspection within 30 days. For STRs this means a new RRCO is generally required before each new guest occupancy. Texas has no statewide preemption of municipal STR regulation and no statewide cap on rental nights, so Cedar Hill could add operating limits in the future. Hotel Occupancy Tax obligations: 6% state HOT under Tex. Tax Code Ch. 156 remitted to the Texas Comptroller plus 7% city HOT under Code Ch. 21, Art. III (Sec. 21-41β21-46) remitted monthly to the city via MuniServices, due by the 20th of the following month. Operating an unregistered rental, failing to obtain an RRCO at tenant change, or skipping the exterior inspection is a Class C misdemeanor under Tex. Loc. Gov.
