Baldwin Park has no STR-specific noise rule; the citywide Noise Control ordinance (BPMC Chapter 130) applies. Nighttime is 7:00 p.m.–7:00 a.m. Ambient limits are 55 dBA day / 45 dBA night in single-family (R-1) zones, and amplified sound disturbing neighbors at night is prohibited.
Noise from any rental is governed by Baldwin Park's general Noise Control ordinance, BPMC Chapter 130, not by a short-term rental program. The code defines 'Day' as 7:00 a.m. to 7:00 p.m. and 'Night' as 7:00 p.m. to 7:00 a.m. Section 130.34 ('Ambient Base Noise Levels') sets exterior noise limits by zone: single-family residential (R-1) is 55 dBA during the day and 45 dBA at night; residential garden (R-G) and high-density multi-family (R-3) zones are 60 dBA day and 55 dBA night; commercial is 65/60 dBA and industrial is 70 dBA. At a boundary between two zones, the limit of the quieter zone applies. Beyond the decibel standards, the ordinance separately makes it unlawful to operate radios, musical instruments, phonographs, televisions, or other sound-producing devices within a residential zone between 7:00 p.m. and 7:00 a.m. in a manner that disturbs neighboring residents. General nuisance-noise provisions also prohibit loud, unnecessary, or unusual noise that disturbs the peace at any time. These rules apply to guests of any rental exactly as they apply to permanent residents, so a host is responsible for ensuring guests do not generate disturbing noise, especially overnight. Note: these times are the city's actual noise-control hours; claims of STR-specific '10 p.m. to 7 a.m. quiet hours' are not found in the code.
Noise violations are enforced under BPMC Chapter 130 (and citywide nuisance provisions) through measurement, warnings, administrative citations, and abatement. Exceeding the dBA limits or operating amplified sound that disturbs neighbors during the 7 p.m.–7 a.m. night period is unlawful; confirm current fine amounts with Code Enforcement.
