Hawai'i County STVRs must post and enforce a Good Neighbor Policy setting quiet hours from 9:00 p.m. to 8:00 a.m., during which STVR noise must not unreasonably disturb neighbors. Outside quiet hours, audible sound may not be more excessive than a normal residential area.
The STVR Standards require every rental to prominently display, and recite in the signed rental agreement, a Good Neighbor Policy. It sets quiet hours from 9:00 p.m. to 8:00 a.m., during which "the noise from the STVR shall not unreasonably disturb adjacent neighbors," and provides that during non-quiet hours "sound that is audible beyond the property boundaries... shall not be more excessive than would be otherwise associated with a residential area." These county STVR rules operate alongside the State community-noise program (HRS Chapter 342F / HAR 11-46) that governs decibel limits island-wide.
Noise complaints breach the Good Neighbor Policy in the STVR Standards; repeated violations can lead to Planning enforcement and revocation, and separate State DOH noise penalties may apply under HRS 342F.
