Larimer County's STR ordinance, codified through the Land Use Code and the 2023 amended STR Implementation Ordinance, limits occupancy in any short-term rental in unincorporated areas (including the unincorporated Estes Valley Planning Area) to two individuals per bedroom plus two individuals per additional sleeping area, capped at 10 guests total. All occupants must constitute one party or single group of renters; renting individual rooms to unrelated parties simultaneously is not permitted. A bedroom must meet the 2021 International Residential Code (IRC) Section R304/R305 minimums for habitable rooms, ceiling height, and egress, and is verified during the required life-safety survey performed by Community Development before a Certificate of Occupancy issues. Colorado HB24-1007 (effective 2024) prohibits municipalities and counties from limiting residential occupancy based on familial or relationship status, so Larimer County's cap is structured strictly around bedroom count and sleeping areas rather than family relationship. Children, infants, and overnight visitors generally count toward the cap. Hosted lodging houses (B&Bs) follow separate but parallel limits under the same ordinance. Operators must post the maximum occupancy inside the unit and on rental listings.
Exceeding occupancy limits is an STR ordinance violation subject to citation, fines, and possible license suspension or revocation by Community Development. Repeated violations can disqualify a property from future STR licensing.
