Multnomah County, OR Short-Term Rentals: Occupancy Limits (2026)

Portland City Code 33.207 classifies Accessory Short-Term Rentals (ASTR) by size: Type A is 1-2 bedrooms requiring an Accessory Short-Term Rental permit, and Type B is 3-5 bedrooms requiring a Conditional Use permit. Occupancy is limited to 2 adults per bedroom plus 2 additional adults, with a hard cap of 10 guests regardless of bedroom count. Children under 12 are not counted. Portland requires the permit number, maximum occupancy, and a 24/7 local contact to be posted visibly inside the rental and in all online listings. Multnomah County Code 39.3085 (short-term rentals in unincorporated areas including Sauvie Island, Corbett, and Skyline) permits STRs only as a home occupation with up to 5 guest rooms and 10 guests maximum. Operators must maintain a guest log and comply with the county's TLT (Transient Lodging Tax) registration. Gresham GRC 5.38 requires Type I (owner-occupied) STRs in R-zones with 2+2 occupancy. State law ORS 90.100(47) defines 'transient occupancy' as under 30 days for TLT purposes. Sleeping in tents, RVs, garages, or outdoor structures on the rental lot is prohibited in all Multnomah County jurisdictions.
