N. Permanent and temporary shelters.
1. General purpose. The purpose of this subsection is to ensure that shelter may be adequately provided on a temporary or ongoing basis for individuals or groups who are unhoused, to provide a predictable and efficient permitting process that does not impede community response to extreme weather events or other crises, and to provide reasonable standards for health, safety and general welfare for those seeking shelter as well as the surrounding community.

Full Breakdown
Rather than setting its own guest-count ceiling, Tacoma's short-term rental use standards defer occupancy to the Minimum Building and Structures Code (TMC Chapter 2.01), which governs occupancy based on the dwelling itself. So the practical cap on how many people can stay at a Tacoma short-term rental comes from the building's own occupancy rating, not a zoning-specific number.
Violations & Fines
Exceeding the occupancy allowed under the Minimum Building and Structures Code for the dwelling can draw code enforcement action against the short-term rental operator.
