Section 8109-4.6.8.2 requires on-site parking scaled to bedroom count: one space for a studio or one-bedroom STR, two spaces for units with two to four bedrooms, and three spaces for five-bedroom units. Garages and driveways must be kept clear and available for guest parking.
Ventura County's TRU ordinance imposes specific on-site parking minimums in Section 8109-4.6.8.2 of the Non-Coastal Zoning Ordinance. Parking must be provided on the property as follows: a minimum of one parking space for short-term rentals in a studio or with one bedroom; a minimum of two parking spaces for homeshares and short-term rentals with two to four bedrooms; and a minimum of three parking spaces for homeshares and short-term rentals with five bedrooms. The ordinance further provides that permitted garages and driveways on the property must be kept unobstructed and made available for renter parking where those locations are needed to satisfy the requirement. This means a host cannot fill a garage with storage and then rely on the street to meet the on-site minimum. In addition, Section 8109-4.6.9.3 requires that each rental agreement, advertisement, and online listing prominently display the number of available on-site parking spaces along with a notification discouraging use of on-street parking. Compliance with parking, access, and related standards is verified during the pre-permitting inspection (Section 8109-4.6.6) and may be re-checked during permit-term inspections under Section 8109-4.6.10.1. Because the County counts bedrooms during inspection, the required number of spaces is tied to the official bedroom count rather than the operator's own description.
Providing fewer on-site spaces than required, blocking required garages or driveways, or failing to disclose available parking in listings violates Sections 8109-4.6.8.2 and 8109-4.6.9.3 and can be cited during inspection or in response to complaints.
