Hanover County, VA Short-Term Rentals: Short-Term Rental Parking Rules (2026)

The parking standard is identical for both categories of short-term rental in the Zoning Ordinance. 1(1)(b) requires one off-street parking space for each guestroom, in addition to the parking spaces already required for the principal single-family dwelling, and it requires every guest to park in a driveway or other area that is designed and constructed for parking rather than on the lawn, in the street, or on an undeveloped part of the lot. 1(2)(a), minus only the reference to a 'principal dwelling' parking allotment since those rentals may stand as a separate unit.

Guestroom-based parking counts are additive to whatever base parking the underlying residential use already carries under the county's general parking standards, so a five-bedroom house being rented as a whole-house short-term rental needs guest parking on top of, not instead of, the household's own required spaces. The Planning Department checks parking compliance as one of the standing conditions of the short-term rental use alongside occupancy, safety-equipment, and posting requirements found in the same section, and a host who lets guests park on the street or on unimproved ground is out of compliance even if occupancy and noise are otherwise fine.
