Those three exceptions are not exempt from regulation; they are separately licensed under Article V. 217 makes it unlawful to establish or conduct a lodging establishment, bed and breakfast, or private club without applying for and securing a City license, filed with the Director of Finance with the operator's name and address, the location, and the number and capacity of guest rooms.
