Greensboro adopted a short-term rental ordinance effective January 1, 2024, with enforcement beginning April 1, 2024. Under the Land Development Ordinance (LDO Section 30-7-1.2), all properties rented for periods of 30 days or less must obtain a zoning permit from the city. The non-refundable permit fee is $200. Permits are classified into two categories: Homestay Rentals (renting a room while the owner is present) and Whole House Rentals (renting the entire property). Applications can be submitted through the city's STR Zoning Permit Portal or in person at City Hall, with a target processing time of five business days. Once approved, the permit does not require renewal. However, if property ownership or the designated operator changes, the new owner or operator must apply for a new permit and pay the $200 fee within 30 days of the change. The permit number must appear conspicuously on the property and in all advertisements for the rental. Operating an STR without a permit may result in fines of up to $500 per violation.
