The completed application along with the application fee shall be submitted to the city for review.(2)In cases where the owner of a dwelling resides outside of the 9-county metropolitan area consisting of the following counties: Hennepin, Ramsey, Anoka, Carver, Dakota, Scott, Washington, Sherburne, or Wright; the owner's agent/contact person shall reside within the 9-county area.
