Utah Code 10-8-85.4(4) (le.utah.gov) confirms that 'A municipality may adopt an ordinance requiring the owner or lessee of a short-term rental to obtain a business license or other permit from the municipality before operating a short-term rental,' and the Orem City Council was still drafting such an ordinance in 2026. Operators seeking a longer-term rental license (30 days or more) use Orem's separate Rental Dwelling License ($55/yr) under Chapter 12 and Utah Code 10-8-85.5.
