Rutherford County does not require a county-level zoning permit for short-term rentals (STRs). The City of Murfreesboro likewise has no STR registration requirement and its Zoning Ordinance does not specifically regulate STRs. Β§67-4-1401 et seq. (Hotel Occupancy Privilege Tax); (4) collect Tennessee state and local sales tax (7% state + local) under Tenn. Code Ann. Β§67-6-205 for stays under 90 days; and (5) remit business tax annually to the State of Tennessee. Booking platforms (Airbnb, VRBO) often collect Tennessee state-level sales tax automatically but typically do not collect the local 5% occupancy tax β confirm with the Rutherford County Trustee.
Failure to register with the Property Assessor under Tenn. Code Ann. Β§13-7-602 may result in suspension of legacy protection if the County or City later adopts STR rules. Failure to remit local hotel/motel occupancy tax is enforced under Tenn. Code Ann. Β§67-4-1424 with delinquency penalties of 1% per month plus interest. Operating without a business license is a Class C misdemeanor under Tenn. Code Ann. Β§67-4-723. State sales tax non-compliance is enforced by the Tennessee Department of Revenue.
