Coeur d'Alene, ID Short-Term Rentals: Repeat Violator Strikes (2026)

Section 17.08.1050 sets the enforcement ladder for short-term rentals in the City of Coeur d'Alene. It is unlawful for any responsible party to offer for rent or operate a short-term rental without a City permit, and it is a violation if a responsible party, occupant or guest knowingly and willfully violates any provision of the article.

The ladder has three rungs. For a first offense, the violator is subject to a civil penalty in an amount established by resolution of the City Council. For any subsequent offense, the violator is subject to a misdemeanor pursuant to section 1.28.010 of the Code. On top of any other remedy authorized by law, three (3) or more violations of or failures to comply with any of the standards of the article in a calendar year allow the City Clerk or a designee to revoke any or all of the owner's permits and to order that no new permit be issued for up to three (3) years.

The revocation process has its own steps. Before a permit is revoked or a new permit denied for repeated violation, written notice of the reasons must be served on the owner and/or responsible party, in person or by certified mail, at the address on the permit application. Revocation becomes final within ten (10) days of service unless the owner or responsible party appeals. The appeal goes in writing to the City Clerk or designee within ten (10) days of receipt of the notice and must state the reasons for the appeal and the relief requested.

If an appeal is filed in time, the City Clerk or designee notifies the appellant in writing of the time and place of the hearing. Appeals are heard by a neutral Hearing Officer designated by the City. For good cause shown, the Hearing Officer can affirm or reverse a decision to revoke a permit, and can affirm, reverse, or modify a decision to deny a new permit upon a showing of good cause.

The standards that count toward the three violations include the sixty (60) minute response duty for the responsible party, the occupancy limits, the parking rules, and the one-unit limits for ADUs and multiple-unit properties.
