Full Breakdown
Beyond the room occupancy excise, Quincy accepted M.G.L. c. 64G, § 3D(a) and (b), letting the City levy a community impact fee of up to 3% of total rent on short-term rental transfers of occupancy. City records show separate votes adopting the fee for professionally managed units (Order No. 2020-127) and for units in owner-occupied two- or three-family dwellings (Order No. 2020-128), both effective March 15, 2021. The fee is layered on top of, not instead of, the § 3A room occupancy excise.
Violations & Fines
The impact fee is collected alongside the room occupancy excise as part of the STR tax obligation under M.G.L. c. 64G; nonpayment is handled as a state tax collection matter, separate from DIS registration penalties.
