This is the real county-level layer. Minnesota lodging-tax authority runs through Minn. Stat. §469.190 (up to 3%). St. Paul imposes a 3.0% lodging tax on all lodging in the city, and its STR host-license fee is $40 per unit.
Under Minn. Stat. §469.190 a city may, by ordinance, impose up to a three percent tax on gross receipts from lodging (rentals under 30 days) at hotels, motels, rooming houses, tourist courts, and resorts. St. Paul levies a 3.0% lodging tax on all lodging in the city, adopted by charter ordinance in 1970. Short-term rentals of under 30 days fall within this lodging-tax base. Ramsey County itself does not levy a separate countywide STR tax on incorporated cities. St. Paul's short-term rental host-license fee is forty dollars ($40.00) per unit, paid to the City. State and local sales taxes may also apply to short stays.
Unpaid lodging or sales tax is collected and enforced by the taxing jurisdiction; failure to remit can result in assessment, penalties, and interest under Minnesota tax law.
