04's encroachment ordinance, requires a permit from the engineer before a person does any of a long list of things in a highway right-of-way: moving loads or vehicles across it, excavating or encroaching on it, placing curbs, gutters, sidewalks or driveways, building overhead structures, erecting posts, signs, fences, guardrails or loading platforms, planting or removing trees, burning weeds or debris, conducting seismic exploration, or running land surveys and traffic counts that require excavation or interfere with traffic. One carve-out matters for Camarillo's agricultural edges: an owner or lessee of property under active agricultural use immediately abutting the right-of-way may use the untraveled shoulder for growing and maintaining crops and burning weeds without a permit, so long as it doesn't interfere with traffic or drainage, though unpermitted encroachments of that kind remain subject to removal under Streets and Highways Code Sections 1481 through 1485.
