Chapter 12.12 of the Hesperia Municipal Code requires a city engineer permit before excavating or opening a city facility, constructing or repairing curbs, sidewalks, driveways, or utility lines, moving a structure across a right-of-way, hanging a banner, or altering trees within a city facility. Applications go to the engineering department in writing under § 12.12.070, accompanied by the required fee or deposit; the city engineer may also demand civil-engineer-prepared plans, extra deposits, or bonds to protect the public interest under § 12.12.100. Permits are nontransferable and issuance fees are non-refundable under § 12.12.110.
