It shall be unlawful to erect, place, or maintain any building or structure regulated by the Building Code of the City of Independence, Missouri, on a public right-of-way or easement without obtaining a license to do so.B.An application for a license to erect, place or maintain a building or structure on a public right-of-way or easement shall be made to the Municipal Services Director. The Director shall forward applications received to the City Council for action, along with an evaluation of whether the proposed building or structure interferes with the lawful use of the public right-of-way or easement.C.A license approved by the City Council shall not be valid until recorded by the licensee in the County Division of Property Records.
