Meriden, CT Sidewalk & Pedestrian Rules: Encroachment Permits (2026)

Meriden Code § 180-33 flatly bars erecting or maintaining, or causing to be erected or maintained, any permanent building, erection, fence, gate or other obstruction on a City street or sidewalk, and it extends the same permit requirement to any temporary building or structure, all without a Department of Public Works permit. The article surrounding this section makes clear how broadly Public Works controls right-of-way encroachments: § 180-34 forbids gates or doors swinging out into a street or sidewalk, § 180-36 requires a Public Works permit before hanging an awning and sets a minimum seven-foot clearance above the sidewalk with no part extending past the outer sidewalk line, § 180-37 requires Department permission before placing any sign across or over a sidewalk and lets the Department revoke that permission and demand removal within 24 hours of written notice, and § 180-38 applies the same permit-and-revocation scheme to flags and banners of cloth or canvas.

Section 180-32 separately requires a permit for construction materials left in a street or sidewalk in front of a building under construction, and materials left overnight must be lighted as the Department specifies. Together these sections give Public Works case-by-case control over what may occupy the City's rights-of-way, rather than a blanket prohibition, with revocability built into several of the permit types so the Department can reclaim the right-of-way if circumstances change.
