It shall be unlawful for any person, association, company or corporation, without a permit issued by the city encroachment officer, to encumber or obstruct any street, alley or sidewalk of the city ... by placing thereon any building materials, trash, garbage, rubbish, debris, or any article or thing whatsoever which shall hinder the free travel of pedestrians, automobiles or other traffic along the streets or sidewalks, or which shall obstruct the view along the same.

Under City Code section 7-1-7, no person, association, company, or corporation may encumber or obstruct a street, alley, or sidewalk, or any other public place in the city, without first obtaining a permit from the city encroachment officer. The same section separately bars erecting any building or other structure on a street, alley, or sidewalk without an encroachment permit, and bars obstructing ditches or gutters within the right-of-way.
