St. George bans blocking sidewalks or streets with building materials, trash, debris or other items without an encroachment permit, under City Code section 7-1-7.
It shall be unlawful for any person, association, company or corporation, without a permit issued by the city encroachment officer, to encumber or obstruct or cause to be encumbered or obstructed upon any street, alley or sidewalk of the city... by placing therein or thereon any building materials, trash, garbage, rubbish, debris, or any article or thing whatsoever which shall hinder the free travel of pedestrians, automobiles or other traffic along the streets or sidewalks, or which shall obstruct the view along the same.

Structures in the right-of-way also need an encroachment permit under 7-1-7B, and gutter or ditch obstructions are separately banned under 7-1-7C, which is a class B misdemeanor.
