Section 152.18 of the Ankeny Code of Ordinances, in the Sidewalk Regulations chapter, makes it unlawful to place goods or merchandise for sale or display upon or above any sidewalk in a manner that interferes with the free and uninterrupted passage of pedestrians. Even where display is otherwise allowed, the ordinance caps it at no more than three feet of the sidewalk nearest the building. This obstruction rule sits alongside several related sidewalk protections in the same chapter: Section 152.17 separately bars throwing or depositing glass, nails, trash, litter or other debris on any sidewalk, Section 152.16 bars scattering paste, paint or writing on a sidewalk, and Section 152.15 bars building fires or leaving fuel on a sidewalk.

Section 152.12 further prohibits knowingly or willfully driving a vehicle onto a sidewalk under construction or completed, or removing, destroying or defacing any part of a sidewalk or its improvement notices. The chapter defines 'sidewalk' broadly as 'all permanent public walks in business, residential or suburban areas' under Section 152.02, so the display and debris limits reach every public walk in the City, not just the downtown commercial core. Because the abutting property owner is independently responsible for keeping sidewalks clear of snow and ice under Section 152.03 and for structural maintenance under Section 152.04, a merchant who lets displayed goods spill past the three-foot line is exposed both to an obstruction citation and to the owner's separate maintenance duties.
